About Us

Introduction

MCMCR is an initiative by the Brihanmumbai Municipal Corporation (BMC), the 'Urbs Prima in Indis'. The BMC is also the oldest Municipal Corporation in India and the most complete Urban Local Body (ULB) in terms of the functions it performs.

Over one and a half centuries of its existence, the BMC has emerged as a vast repository of experience and knowhow in a large array of services it provides to its citizens. Some of the most significant are water supply and sewerage, solid waste management, construction and maintenance of roads, bridges and storm water drains, installation and maintenance of street lights, traffic lights, signage and other traffic related services, city's public transportation system along with the distribution of power, primary and secondary education, primary health care, medical colleges and hospitals, slum improvement, fire services, promotion of art, music and culture and heritage conservation. BMC is the planning authority for the city. Through its Development Plan (DP), BMC acquires land for the construction of hundreds of fresh amenities for the rising population, including gardens, schools, health facilities, women's' hostels, skill centres, adhar kendras, care centres, hostels for boys and girls, old-age homes, shelters for the homeless, veterinarian facilities and a host of other amenities and developmental functions.

On the regulatory side, BMC, inter alia, registers births, deaths and marriages, gives building permissions, pulls down unauthorized structures and regulates street hawking. It registers all shops and businesses and protects its facilities through an in-house security organization. It is in the process of setting up a Mumbai Parking Authority that will create a City Parking Pool of all off-street and on-street parking, map it, digitize it and make parking available to citizens through a mobile app.

To accomplish Capacity Building of the Urban Local Bodies in India through need based training, befitting consultancy services and practical research for development and improvement of municipal services.

MCMCR for all ULBs

The BMC has been running its own in-house training facility at the Civic Training Institute & Research Centre (CTIRC) located in Borivali. Additionally, it has erected and equipped another capacity building campus at Powai and is in the process of adding a state-of-the-art GIS Technology Centre at Borivali (West). BMC has now decided to interweave these capacity- building facilities into the MCGM Centre for Municipal Capacity Building & Research (MCMCR). As the premier municipal body in the country, in the larger interest of cities of Maharashtra, offer these facilities to all urban local bodies in the State of Maharashtra.

Objectives

The objectives of Institute are as follows

  • To engage in capacity building related activities for Urban Local Bodies (ULBs).
  • To formulate ULB capacity building programmes that would cover the wide gamut of activities that ULBs are tasked to do.
  • To prepare and periodically revise capacity building material for the several programmes that BMC Centre for Municipal Capacity Building & Research (MCMCR) decides to deliver to ULB participants.
  • To offer consultancy services in regard to various jobs that ULBs intend to carry out and desire that the MCMCR assist them.
  • To do or undertake any other activity related to ULBs.
  • To manage the affairs of the MCMCR with high professional quality so as to establish the institute as a centre of excellence in ULB capacity building and in the general service of the ULBs.
  • To undertake practical research and provide solutions to operational problems brought up by the ULB's.
  • To create databank of ULBs and its updation.

Functions of the Society

With a view to achieve the cited objectives, the MCMCR would undertake such range of programmes, activities and disciplines and for the benefit of such subjects and for the benefit of such persons, areas and sectors of activity as are exemplified here under :

A. Programmes and Activities

  • Induction capacity-building programs for the top levels of personnel inducted into engineering, health, finance, managerial and other such services in the ULBs.
  • In-service capacity-building programs for ULB personnel. These could be of varied duration and may be crafted in the form of classes, seminars, workshops, and conferences with a view to providing a continuing platform of learning to the cited ULB personnel.
  • Policy research.
  • Operational research is directed toward finding solutions to actual problems faced by ULBs.
  • Consultancy Services.

B. Subjects and Areas of Activities

  • Undertake internally or outsourced research in regard to functions of ULBs, evaluation of governmental or ULB policies and their impact.
  • Operational research into issues at hand in the ULBs and provide solutions to existing problems.
  • Publish research papers, periodicals, books and such literature with a view to disseminate ideas, information and innovations taking place in regard to cities and ULBs.
  • Establish and maintain a state of the art library of books, documentation material, teaching aids, audio-visual presentations, video films and such material for the furtherance of urban education.
  • Build a network of global educational and research institutions, NGOs and individuals engaged in the pursuit of urban learning. Encourage exchange of faculties, scholars and collaboration in the field of both theoretical and operational research.
  • Build its capacity as the apex urban institution in Maharashtra and the country in the areas of capacity building, research and urban consultancy.
  • Do such other deeds and acts as are conducive or incidental to the achievement of all or any of the cited objectives.

In order to provide capacity building , consultancy services & undertaking practical research for the Urban Local Bodies and also to prepare Development Plan of the Municipal Corporations, the Urban Development Department of Government of Maharashtra has approved MCMCR institute as a Nodal Agency.
